Request for information: repair costs – watermain located at 23b Astrolabe Street
I refer to your request for information on 4 June 2025, for the following:
Please supply costing for repairing the water main outside 23b Astrolabe Street Porirua on 28th
May 2025.
This leak was reported on 8/01/2025.
Costing should be broken down into Traffic management and actual repair costs, including if
possible, the time individual crew spent on the job and how much of that time was spent working
(as opposed to sitting around doing nothing).
Your request is responded to in accordance with the Local Government Official Information and Meetings
Act 1987 (LGOIMA – the Act) and provided in the below table.

We note your request for a breakdown of individual crew time and time spent actively working versus not
working. Please be aware that detailed time allocation (such as individual productivity, downtime, or
breaks) is not recorded in a way that meets this level of specificity.
Furthermore, we are withholding information relating to total labour hours under section 7(2)(b)(ii) of the
Act. Releasing this information could allow for the calculation of contractor charge-out rates, which are
commercially sensitive. Disclosure would be likely to unreasonably prejudice the commercial position of
the contractor, and we do not consider that the public interest in release outweighs the need to withhold
this information.
