“Hato Hone St John has recently commissioned an ambulance remuneration review report
from PWC (PricewaterhouseCoopers), this was started in February, and is now understood to
be complete. For clarity, I am referring to the new report completed in 2025, not any previous
PWC reports.
1. Has the Ambulance Team at Health New Zealand (or any other area of Health New
Zealand) received a copy of this report?
2. If Health New Zealand has received a copy of this report, can a copy please be
provided?
3. If available to Health New Zealand, please provide any other documentation associated
with this report, such as the scoping documents.
4. 4. Please provide any communication held with PWC or Hato Hone St John regarding
this report.”
Response
For the sake of clarity, I will address each question in turn.
1. Has the Ambulance Team at Health New Zealand (or any other area of Health New
Zealand) received a copy of this report?
2. If Health New Zealand has received a copy of this report, can a copy please be provided?
The Ambulance Team is aware of the report’s existence. At the date of your request, the
Ambulance Team had not received a copy of the report.
3. If available to Health New Zealand, please provide any other documentation associated
with this report, such as the scoping documents.
Health NZ had no scoping or other input into the report, therefore, your request for this information
is refused under section 18(g) of the OIA as this information is not held by Health NZ.
Please note, it is not unusual for the Ambulance Team to not always be consulted in the
preparation of independent reports like this.
4. 4. Please provide any communication held with PWC or Hato Hone St John regarding this
report.
Please refer to
Appendix One which provides our decision on the release of correspondence
within scope of your request. The information we are able to release is attached as
Appendix
Two.
Some information within the correspondence has been withheld under section 9(2)(a) of the
OIA to protect the privacy of natural persons.
We have considered the countervailing public interests in the release of this information but do not
believe that the public interests outweigh the need to withhold, in this instance.

Morning Greg,
As an outcome of the last round of negotiations for the Ops MUCA HHStJ agreed to undertake a
review (market test), of all the remuneration for all the roles covered by the MUCA. Once the
report was finalised, HHStJ committed to sharing the report with our Purchasers.
