Thank you for your email on 19 May 2025, asking Health New Zealand | Te Whatu Ora (Health NZ)
for the following under the Official Information Act 1982 (the Act):
A list of all contracts or engagements between HNZ and PwC (PricewaterhouseCoopers)
from 1 january 2022 until 1 may 2025. Including:
- the purpose and scope of each engagement
- the total cost of each engagement
- the contract duration or period
- the method of procurement (open tender, closed, direct tender, etc)
2) Copies of final reports, recommendations, or substantive deliverables produced by PwC
under these engagements, where not subject to commercial confidentiality.
3) Any evaluations, reviews, or post implementation assessments conducted by HNZ on
the effectiveness or outcomes of PwC work.
4) Total expenditure by HNZ on PwC consulting services, broken down by financial period
over the period January 1 2022 - May 1 2025.
Response
Health NZ does not hold contracts in a central repository. Contracts, including those with PwC, are
held across Health NZ business units, regions and districts. We therefore refuse part 1, 2 and 3 of
your request under section 18(f) of the Act, as this would require substantial collation and research
to be able to respond.
The total expenditure by Health NZ on PwC services, including consultancy services, between 1
January 2022 – 1 May 2025 was $32,425,398.
Table One below provides a monthly breakdown of this expenditure.
