Dear Mr Jones
Thank you for your email dated 9 April 2025, requesting the following information from
Kāinga Ora – Homes and Communities under the Official Information Act 1982 (the Act):
1. How many homes has the Kiwibuild programme built and sold?
2. How many homes have been purchased by the Crown through the Kiwibuild
programme?
3. What is the cost to the Crown for those purchases?
4. What is the outcome of trying to sell the homes that the Crown has had to purchase?
5. What happens to the homes if they are not sold?
6. It has been reported that the Kiwibuild programme has been shut down - so who is
managing all this activity from the Kiwibuild programme?
Relevant staff have been consulted, and we have provided responses to you questions
below.
1. How many homes has the KiwiBuild programme built and sold?
The following number of homes contracted, built, under construction, and sold through the
KiwiBuild programme:

2. How many homes have been purchased by the Crown through the KiwiBuild
programme?
Of the total homes contracted through the programme, 356 homes have been purchased by
the Crown as a result of underwrites being exercised. 228 of those homes have already
been on-sold by the Crown at or above the Crown’s purchase price, meaning more funds
were returned to the Crown than expended, and no capital loss incurred. The remaining
128 Crown-owned homes are currently going through a sales process that is yet to
conclude.
3. What is the cost to the Crown for those purchases?
The total cost for the 356 homes purchased by the Crown as a result of the underwrite is
$173,715,305. The majority of these underwritten homes, as mentioned above, were on-sold
by the Crown at or above their purchase price.
4. What is the outcome of trying to sel the homes that the Crown has had to
purchase?

5. What happens to the homes if they are not sold?
Al homes purchased by the Crown as a result of underwrites being exercised wil in the first
instance be marketed for sale. If a sale is not successful, the Crown wil retain ownership of
the homes and may utilise them for other purposes until such time as they are sold.
6. It has been reported that the KiwiBuild programme has been shut down - so who is
managing all this activity from the KiwiBuild programme?
As outlined by Minister of Housing in his announcement on 4 February 2025 the residual
KiwiBuild underwrite activity will be transferred to the Ministry of Housing and Urban
Development. The transition of this work is currently underway, but the programme
continues to be managed by Kāinga Ora until completion of the transfer.
