Thank you for your request of 6 April 2025 to Kāinga Ora – Homes and Communities for the
following information regarding the development of the Kāinga Ora Restructure Plan under
the Of icial Information Act 1982 (the Act):
•
for copies of all presentations, options, analysis and other written documents
provided to Tier Two Kāinga Ora managers for their Auckland workshop held earlier
this year to discuss and work on the restructure of Kāinga Ora and associated staff
cuts.
•
I am interested in material that was provided at the workshop or provided for
consideration at the workshop in the days prior to the meeting.
I can advise that Tier Two Kāinga Ora leaders worked through a visual presentation in the
Auckland workshop held earlier this year. No material was provided for consideration at the
workshop in the days prior to the meeting. The material presented at the workshop was an
early stage in the development of the current proposal. It was shared in confidence and was
intended to facilitate consideration and open discussion amongst the executive.
The current proposal has been provided to Kāinga Ora staff in confidence for their feedback.
We are stil in the consultation period and no final decisions have yet been made.
In response to your request given the circumstances, I am withholding the information you
have requested in full under the following sections of the Act:
• 9(2)(a)
to protect the privacy of natural persons.
• 9(2)(ba)(ii)
to protect information which is subject to an obligation of confidence,
where the making available of the information would be likely otherwise to damage
the public interest; and
• 9(2)(g)(i)
to maintain the effective conduct of public affairs through the free and
frank expression of opinions by or between members of an organisation or officers
and employees of any public service agency or organisation in the course of their
duty.
In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding of
information under section 9 is not outweighed by other considerations that render it desirable
to make the information available in the public interest.
You have the right to seek an investigation and review by the Ombudsman of this response.
