Dear Cody
Thank you for your Official Information Act 1982 (OIA) request of 12 March 2025 in which
you requested:
1. The locations in Christchurch where the most infringements have been
issued for:
a) Exceeding the posted speed limit
b) Failing to comply with red traffic signals
c) Unlawful y travel ing in special vehicle lanes (bus lanes, transit lanes,
cycleways, or shared paths)
d) Unlawful y parking in special vehicle lanes (as above)
I refer you to Table 1 included with my response for a breakdown of infringement notices
issued for the specified offences in the Christchurch Metro Area in 2024.
Please note that this data is drawn from a dynamic operational database and is subject to
change as new information is recorded.
There is no infringement offence for misusing a particular type of special vehicle lane
specifical y. Police can report on the number of offences recorded for ‘Unauthorised Use
of Special Vehicle Lane’; however, this cannot be broken down into the specific type of
lane without manually reviewing each infringement offence notice issued.
In addition, local councils are ordinarily the primary enforcement agency for compliance
with special vehicle lanes. Police does not hold information on the number of infringement
offence notices issued by local councils.
Similarly, as Police gradually transfers ownership and operation of safety cameras to the
NZ Transport Agency Waka Kotahi (NZTA), both agencies are issuing infringement
offence notices from safety cameras. Police does not hold information on the number of
infringement offence notices issued by NZTA.
2. Any analysis or reports that identify enforcement "hotspots" or areas where
NZ Police or automated enforcement systems have issued, in their opinion, a
"high volume" of infringements.
No analyses or reports have been produced identifying enforcement hotspots. This part
of your request is therefore refused under section 18(e) of the OIA as the document
alleged to contain the information requested does not exist.

3. The total number of infringements issued for each of the above offences in
Christchurch, broken down by suburb (or other relevant geographic area) for
the past 12 months
