Kia ora Matt,
The information you requested - CAS-1070568-X4X6C6
Thank you for your request for information dated 04 March 2025 requesting information relating to the
Mays Road and Grey Street, Onehunga.
For the fol owing project: Mays Road and Grey Street, Onehunga – Intersection Safety Improvements.
I would like to know:
1. What month/year you wil be beginning construction?
We are aiming to start construction in mid - late May 2025, subject to Traffic Management Plan approval
and weather dependant.
2. Why the proposed raised zebra crossings in the original proposed design were removed?
The use of raised devices across the network has been questioned significantly by elected members and has
featured in a number of high-profile media stories. Fol owing the revised Government Position Statement
where raised feature are not funded by NZTA, AT undertook a review on the use of raised devices, this
work was undertaken to provide a consistent approach to their use and to identify other types of
interventions that can help to manage the speed of vehicles.
3. Was there any cost benefit analysis done in making the decision to remove the raised zebra crossings
from the final design? If so, can you please share this with me.
No, and the change was made to align with the revised policy on the use of raised devices.
4. Was the increased risk to pedestrian's from removing the raised zebra crossings taken into account?
Yes, we have implemented alternative speed calming measures to reduce approach speeds at the
intersection and protect pedestrians while adhering to Practice Note 2. These measures included speed
cushions, chicanes and refuge islands.
5. Why this project has been so delayed when it was original y consulted on in 2022 and proposed to start
construction in 2023?
This project was delayed due to a change in government and subsequent change in AT policy.
The change in approach to the use of raised devices was initial y driven by Auckland Council and Auckland
Transport (AT) – the GPS confirmed the direction and meant that projects with raised features would not
be funded from Central Government –
Should you believe that we have not responded appropriately to your request, you are able to make a
complaint to the Office of the Ombudsman in accordance with section 27(3) of the LGOIMA and seek an
investigation and review in regard to this matter.
Yours sincerely
