I refer to your request for information dated 17 January 2025, which was received by Greater 
Wellington Regional Council (Greater Wellington) on 17 January 2025. You have requested the 
following: 
“I understand some years ago WRC donated an old English Electric multiple unit, named 
Phoenix to the National Railway Museum located in Christchurch, on the proviso that the unit 
be displayed in the museum in Christchurch. Am a requesting all the information around this 
donation, including any recent correspondence between the museum and the council in 
regards to the units disposal to a private individual and if there were any conditions attached to 
that.” 
Greater Wellington’s response follows: 
Please see Attachment 1 for the information that Greater Wellington holds on the donation of 
the English Electric trains to the National Railway Museum. 
Out of scope information has also been removed. 
Please note we have withheld personal information such as names, email addresses and phone 
numbers  from this document under section 7(2)(a) of the  Local Government Official 
Information and Meetings Act 1987 in order to protect the privacy of natural persons, including 
that of deceased natural persons. 
When withholding information under section 7 of the Act we are required to consider whether 
the public interest in the requested information outweighs Greater Wellington’s need to 
withhold certain aspects of the information. As a result, we do not consider that the public
