Thank you for your email
of
18 December 2024 requesting a list of all staff and their
job titles who have had a credit card assigned to them or their role and copies of those
credit card statements for the past seven years.
We have considered your request under the Official Information Act 1982.
A business credit card is issued to managers for a variety of business reasons, including
costs associated with:
Business travel and accommodation bookings
Meals and transportation during business travel
Online subscriptions and software licences
Conference registration/training needs
Staff wellbeing/acknowledgement
Staff are required to use credit cards in accordance with HDC’s policy. Cardholders are
required to verify each transaction, submit supporting evidence to the finance team
and sign off statements.
Please note that the use of credit cards by cardholders at HDC is closely monitored by
our Finance Team to ensure policy adherence. HDC’s Corporate Services Manager also
independently reviews staff compliance each month and a review of credit card
transactions also forms part of HDC’s annual external audit.
Please find
enclosed the information requested of current staff members who hold a
credit card. Please note that we have provided the information as a summary of all
transactions instead of providing the statements pursuant to section 16(1)(e) of the
Official Information Act 1982.
Refusal of request or aspect of request
HDC no longer has online access to credit card information for staff who departed in
the last seven years. Therefore, we refuse this aspect pursuant to section 18(f) of the
Official Information Act, as the information requested cannot be made available
without substantial collation or research. We do not consider that charging you for

this or extending the time limit under sections 15 and 15A of the Official Information
Act would enable the request to be granted. To obtain the information, HDC would
need to contact third parties such as banks and file storage. To do this would put an
unreasonable strain on the resources of HDC for the appropriate people to source,
and sort the necessary information.
Please note that the earliest transaction will be either seven years ago or the date the
first transaction by a staff member occurred, which ever was earliest.
Information withheld
Please note that we have summarised the descriptions of some of the transactions
using categories, therefore we have withheld the following information:
Transaction details pursuant to section 9(2)(a) of the Official Information Act
in order to protect their privacy.
In relation to the information withheld, we are of the view that the reasons outlined
above are not outweighed by other considerations that render it desirable, in the
public interest, to make this information available.
