Areas; 12 Ski areas may be utilised for summer activities without expanding
the range of facilities provided for the principal winter use. 
There is provision
within the park plan for the continued use of facilities otherwise utilised in
Winter, i.e: lifts. The condition noted in the concession, schedule 3, 1, j
contradicts the provisions in the park plan.
4. 5.2.15 Summer Use; Public access to and use and enjoyment of Tongariro
National Park may be improved if some ski area facilities, such as cafeterias

and chairlifts, operate during the summer season. The park plan also notes
policies inline with the intentions for the promotion of recreational values
noted within the Conservation Act
a. The department will promote the summer use of ski area facilities
insofar as they increase access to and enjoyment of the park by
summer users.

b. The department will protect the ecology of the ski areas by marking
suitable foot tracks.
Information 
It is clear, the use of existing facilities and infrastructure which would ordinarily be
utilised for winter activities is permitted within the park plan provided there is not
expansion of those facilities or services - which there is not.
It does seem that there has been a clear oversight and miss alignment of the
principles of the park plan (and by extension the Conservation Act) in the preparation

of the Pure Tūroa Concession. A technical variation to schedule 3, 1, j to permit year
round use is the least that the department should undertake to rectify this matter.
There should be no requirement for this to be a notified process, nor should this take
the

We have initiated the process to engage with iwi to secure their support for this
variation. While iwi have been exceptionally busy recently, they recognize the
significant importance of this matter to the local community, especially in light of the
recent closure of the WPI Pulp Mill and Saw Mill. We anticipate their support will be

both prompt and forthcoming.
I have included Sec 9(2)(a)'s previous request around this information which he submitted
to Anna over nine weeks ago for your reference.
Given the recent challenges faced by our region, it is absolutely PTL's intention to
utilise the existing lift infrastructure for the summer 2024/2025 period to support the
region and play our part in stimulating economic activity.

Volcanic Alert Level Escalation/ De Escalation Protocol
Information 
This document is to outline the operational processes in place during the increase or decrease in Mt Ruapehu’s Volcanic Alert Level (VAL) on Tūroa Ski Field.
The VAL is altered by GNS when volcanic unrest activity changes (intensifies or lessons), these changes are communicated through Volcanic Activity Bulletins (VAB) released
by GNS.
PTL follows instructions from Doc based on the scientific information they receive from GNS.
Pure Tūroa Limited acknowledges and understands what actions we must undertake during a change in VAL to protect all personnel.

At VAL1 B there is a 1.5km exclusion zone from the crater lake, this does not a ect the operation of Tūroa, however it does change the protocols for avalanche control work
above the HNE which requires entering the 1.5km zone. The below steps are put in place for avalanche control work thats requires the needs to enter the 1.5km exclusion zone

Upon a VAL variation PTL will await instruction from Doc as the grantor of the concession.

Once the VAL has been raised to VAL 2 stage C with a 2km hazard exclusion zone, this a ects the operations of the High Noon Express (HNE) chair lift. At this VAL the HNE chair
lift cannot be operated, the HNE will remain closed to the public. All guests and sta are to obey the 2 km exclusion zone. (Refer to map below)
If the VAL 2 stage C with a 2km exclusion zone is raised to VAL 2 stage C with 3 km exclusion, all lifts except the Parklane chair, Winter Garden Platter, Alpine Meadow Platter1

As discussed, this authorisation for 7 days allowing further discussion with GNS, and a pilot /
trial of such avalanche control work against the approved conditions. I will stress that we’re

VAL 1 A escalating to VAL 1 B 
At VAL1 B there is a 1.5km exclusion zone from the crater lake, this does not af ect the operation of Tūroa, however it does change the protocols for avalanche control work 
above the HNE which requires entering the 1.5km zone. The below steps are put in place for avalanche control work that’s requires the needs to enter the 1.5km exclusion zone 
these times. 
● Contact with Michael Christie, Team Lead, Tongariro notifying them of your presence within the exclusion zone. This should include checking in and out, including the expected time 
within the exclusion zone.

● During the time spent within the exclusion zone, radio contact must be maintained with the helicopter.
● If the Ruapehu Eruption Detection System is activated, al  activity must be immediately suspended, and al  personnel must move out of the exclusion zone to a safe staging
area util the Volcanic Ranger has given al  clear, this includes false positive activations

RISK MANAGEMENT STAGE B

Regarding the requirement for the use of aircraft and explosives for avalanche 
control outside of the Tūroa Ski Area. The former authorisation under section 51A of 
the National Parks Act granted on the 9th of August 2024 has been suspended due to 
the move from Risk Management stage A to B within the current volcanic alert level 
VAL1 based on DOC’s Guidelines for DOC Risk Management in Tongariro National 
Park and the activity primarily being undertaken within the 1.5km exclusion zone.  
Given the recent request to undertake urgent avalanche control methods outside ski 
area boundary due to the recent storm, a re-authorisation of this activity was required 
with a Pure Tūroa Limited submission of procedures as part of their safety plan which 
mitigates the risk of this activity during the period of time under Risk Management 
stage B. This information was received and accepted, and a temporary 7-day 
authorisation was provided on 17th September 2024. 
Heavy snow fall as a result of a new storm cycle means avalanche control work 
needs to resume as an urgent priority from 25th September 2024. 
Therefore, acting under delegated authority pursuant to s. 51A of the National Parks 
under the Official Information Act
Act 1980, I authorise Pure Tūroa Limited to undertake avalanche forecasting and 
avalanche control activities outside of the Tūroa Ski Area boundary for the period 25 
September to 31 October 2024, subject to the following conditions: 
a. The activities must occur in the locations shown on the plan in Appendix 1.
b. The activities must be conducted in accordance with Pure Tūroa Limited’s safety
plans.
c. Pure Tūroa Limited must notify the Department prior to undertaking the activity
in writing (email) including the methods used and locations proposed.

Summer use of ski field pre application variation advice 
Thank you for the email from Sec 9(2)(a)
 on 10 July 2024 and from Cam on 11 
September 2024 regarding the appropriate process to be able to use lifts all year 
round. 
The District Office initially responded to this query on 15 July 2024 and advised we 
would consider this amongst other variations which we are currently in contact with 
you about. However, we confirmed summer use would likely need an Environmental 
Information 
Impact Assessment. Since this time, the Department has worked to understand the 
different variations you are proposing and the appropriate process for each of these. 
We can now confirm that a variation to use the lifts all year round will require a full 
variation application, as it is not minor and technical in nature and will be likely to 
materially increase adverse effects. This application will follow the non-notified 
concession application process.

We understand that you would like to be able to undertake this activity for the 
upcoming summer season. For this to be possible, the following is required: 
• PTL will need to undertake iwi consultation with all relevant iwi/hapū and get
the 
written feedback on this activity. The iwi and hapū entities you should contact
are: Ngāti Rangi, Ngāti Hāua, Te Korowai o Wainuiārua, Patutokotoko and
Ngā Tangata Tiaki. Please contact Cami Nieva, [email address] if you
would like any information about the appropriate contact details for any of
these entities.
• The application will also need to include an Environmental Impact
Assessment to explain how any adverse effects of the activity will be
under 
mitigated. This may be undertaken either by yourselves or contracted to a
third party.
Without the above documentation, it will be unlikely that this variation will be able to 
be completed before the start of the summer season.
