Thank you for your request for information dated 18 August 2024 about works done by
MRCagney for Auckland Transport (AT) and about the Urban Street and Road Design
Guide.
We contacted you 26/09/2024 and 1/10/2024 to seek a refinement for questions 7 and 8 due
to the substantial results our search returned. On 7/10/24 you replied to this refinement with
an amendment instead. You amended these questions to contain the keywords “fire”
(question 7) and “emergency” (question 8).
1. How much was paid to MRCagney for the work on Auckland Transport’s 'Urban
Street and Road Design Guide'?
A total of $281,540.00 was paid to MRCagney.
2. How much was paid to MRCagney for the work on Auckland Transport’s 2017 'Local
Path Design Guide'?
We do not know the total amount paid to MRCagney as it was a paid for jointly by Auckland
Council Parks. Therefore, this part of your request is refused under section 17(e) of the
LGOIMA as we are unable to provide you with this information despite all reasonable efforts
made to find it.
3. Is the Auckland Transport 'Urban Street and Road Design Guide' and the Auckland
'Transport Street and Road Design Guide' the same project/document?
Auckland Transport Urban Street and Road Design Guide is the only guide. There is no
Auckland Transport and Road design guide.
4. When was MRCagney first contracted to work on Auckland Transport’s 'Urban
Street and Road Design Guide'?
MRCagney was contracted 2015 November.

5. Prior to 2022, did Auckland Transport have any contracts with MRCagney involving
the design of raised crossing, raised platforms, and/or raised intersections?
In 2015/2016 MRCagney were awarded the contract for the urban street and road design
guide. MRCagney have had other contracts with AT since then during which they would
have planned new infrastructure using AT’s design tools and documents, however
MRCagney haven’t done any additional standards development for AT since their
involvement in the Urban Street & Road Design Guide.
6. Can you release any draft versions, emails and discussion notes from the
development of Auckland Transport’s 'Urban Street and Road Design Guide' and
'Street and Road Design Guide' which contain the word “raised”?
Please find attached the draft version that contains the word “raised”. Due to the large file
size we were unable to attach the document directly to the email. Therefore we have
uploaded it onto a secure SharePoint link that you can access.

We do not hold any emails relating to this question; therefore, this part of your request is
refused under section 17(e) of the LGOIMA as the information does not exist.
7. (Amended Question) Can you release any emails between Auckland Transport and
anyone from MRCagney that contain the phrases “fire” and/or “Traffic Calming and
Traditional Neighborhood Streets”?
We searched our email database for all emails between AT and anyone from MRCagney
with the search term “fire”. The search returned 7 emails; however, it captured the word “fire”
as part of an email address and not as part of the email content. Therefore, this part of your
request is refused under section 17(e) of the LGOIMA as there are no emails that contains
the phrase “fire”.
8. (Amended Question) Can you release any emails between Auckland Transport and
anyone from MRCagney that contain the words “emergency”?
We searched our email database for all emails that contained the keyword “emergency”.
This returned 10,832 results, which is a substantial amount. We are refusing this part of your
request under section 17(f) of the LGOIMA as the information cannot be made available
without substantial collation or research.
9. Did any draft versions of Auckland Transport’s 'Urban Street and Road Design
Guide' and/or 'Street and Road Design Guide' contain a recommendation not to install
raised raised crossings, raised platforms, raised tables, speed humps, or raised
intersections on major arterial roads?
The Urban Street and Road Design Guide is not a geometric engineering design code and
as such was focused on the high level objectives for building successful street and roads. It
contains tools and tips to start the process of design which includes raised crossings, speed
controls and other techniques used but did not focus on which road classification these
should apply or the gradients to be used – this is the job of the engineering design code.
Therefore, this part of your request is refused under section 17(e) of the LGOIMA as the
information does not exist.
10. Did any draft versions of Auckland Transport’s 'Urban Street and Road Design
Guide' and/or 'Street and Road Design Guide' contain recommendations for less steep
slopes on any raised crossings, raised platforms, raised tables, or raised
intersections on bus routes or emergency vehicle routes?
The Urban Street & Road Design Guide does not contain any dimensions for raised devices,
this is not the role of the guide. The dimensions and exact use of raised devices is
contained in the Engineering Design Codes and any Practice Notes developed.
Therefore, this part of your request is refused under section 17(e) of the LGOIMA as the
information does not exist.
Should you believe that we have not dealt with your request appropriately, you are able to
make a complaint to the Of ice of the Ombudsman in accordance with section 27(3) of the
LGOIMA Act and seek an investigation and review in regard to this matter.
