Re: Request for cost breakdown of sculpture erected at Albany Hal
Thank you for your email dated 14 July 2024, in which you requested information about the
total cost of the sculpture that has been erected on the grass verge in front of Albany Hall,
located in Albany Vil age on Library Lane. The specific details of your request and our
response are below.
I am writing to formally request the total cost of the Māori sculpture that has been
erected on the grass verge in front of Albany Hall, located in Albany Village on Library
Lane. Specifically, I would like to receive a detailed breakdown of costs associated with
this project, including expenses related to consultation, design, materials, labor, and
any other relevant expenditures from inception to final completion.
Prior to the creation of Auckland Council in 2010, residual funding from the legacy North
Shore City Council for the purposes of arts and culture was reallocated through the Auckland
Regional Services Trust (ARST) to four northern local boards in accordance with the
Community Grants Policy and Local Board Funding Policy. The Upper Harbour Local Board
was allocated $55, 650 of this funding. According to the legacy criteria, the funding could
only be used “for arts projects of regional significance which occur within North Shore City
and contribute to the regional arts environment.”
On 19 November 2018, the Upper Harbour Local Board resolved to grant the ARST funding
allocation to Manuhiri Kaitiaki Charitable Trust to develop one or several public art
installations in the Albany area, intending to tell the stories of Ngāti Manuhiri iwi, noting that
this allocation was to give effect to the relationship agreement signed by the local board and
Ngāti Manuhiri in December 2017.
A funding agreement was developed and signed in April 2019, releasing the $55,560 funding
allocation to Ngāti Manuhiri to enable installation of a sculpture of respected tupuna and
chief Te Haa Kaiaraara at the identified location in Albany.
Completion of a sculpture in Albany was impacted by the global Covid-19 pandemic,
resulting in delays sourcing relevant services and materials and taking production costs
beyond the initial $55,560 funding allocation. The Upper Harbour local board allocated

$20,000 from their 2023/2024 locally driven initiatives (LDI) budget towards completion of
the sculpture project which included transportation, construction of a plinth and installation at
the agreed site in Albany.
This funding was approved as lump sum grants al owing for flexible use of the funding
allowing the delivery of the arts and culture outcomes which the funding was intended for
and allowing Ngāti Manuhiri to share their stories.
Therefore, the total cost was $75 560 (excl GST).
