Wellington CBD Cordon Survey
Thank you for your request made under the Local Government Official Information and Meetings
Act 1987 (the Act), received on 11 July 2024. You requested the fol owing information:

Please provide the CBD cordon survey data for Vehicle Occupancy, Pedestrian, Cycling and
Public Transport User for the years 2022, 2023 and 2024
It is preferred that the requested information be provided in its complete and original electronic
spreadsheet format.
Wel ington City Council has partly granted
your request for information.
Background Information
Wel ington’s CBD cordon survey has been undertaken since 1999, which involves people with
clipboards manual y recording the numbers of pedestrians on foot and bikes entering and leaving
the CBD. As reported on our
website last year, Wellington City Council is preparing to roll out a
new monitoring network to col ect data on active transport.
Data col ected by the new traffic counting sensors wil include counts of different types of road
users, paths of travel, and travel speeds, including cars, trucks, bicycles, scooters, buses, and
pedestrians.
2022 Cordon Survey
On investigation I can confirm that the 2022 Cordon Survey was not undertaken due to the impact
of Covid-19. We are therefore refusing this part of your request under section 17(e) of the Act
because the requested document does not exist.
2023 Cordon Survey
With respect to the 2023 Cordon Survey, below are the documents that fal in scope of your
request and my decision to release them:

Please note:
•
The 2023 cordon survey was undertaken with a reduced scope due to some health and
safety concerns, which includes days of intense weather.
•
Further to the above, the traditional Transport Monitoring and Vehicle Occupancy
Surveys were discontinued from 2023 onwards, as these surveys showed consistent
results over the years, therefore this data is unavailable too.
2024 Cordon Survey
As confirmed in my email to you dated 31 July 2024, this part of your request has been transferred
to the Greater Wel ington Regional Council for response as the information requested is believed
to be more closely connected with them.
Right of review
If you are not satisfied with the Council’s response, you may request the Office of the Ombudsman
to investigate the Council’s decision. Further information is available on the Ombudsman website,
www.ombudsman.parliament.nz.
