Aotearoa, requesting information about the governance structure within the 810-bed
expansion project of Waikeria Prison. Your request has been considered under the Official
Information Act 1982 (OIA).
You requested:
Under the Official Information Act 1982, I am requesting detailed information on the
current governance structure within the 810-bed expansion project of Waikeria
Prison. This request is part of a governance audit being conducted.
Specifically, I request the following:
An organisational chart or diagram that illustrates the updated governance structure
of the 810-bed expansion project of Waikeria Prison as of 7th July 2024
A detailed list of the current members within this governance structure, including
their names, positions, and the departments or organisations they represent.
Please see the below table listing the members of the Waikeria Programme Board, which
has the purview of the current development and the 810-bed expansion announced by the
Government as part of Budget 2024.

Information regarding any independent roles or positions within this governance
structure, including:
- Names and positions of individuals designated as independent members.
- The criteria or measures in place to ensure these roles maintain independence.
As part of his appointment, Will Peet – as the sole independent member of the board – is
required to declare any conflicts of interest (COI) and that he is free of any COIs as part of
our Procurement Policy, Conflict of Interest Policy and our Conflicts of Interest Model
Standards. This includes COIs that are actual, potential, or perceived. The position is
constantly reviewed as new information emerges, for example as we become aware of any
respondents to any related procurement activity. Will Peet has declared no conflicts of
interest.
Corrections uses the Ministry of Business Innovation and Employment’s COI Tool for
recording declarations of interest for procurement activity. This is overseen by Corrections’
Director Procurement, who is not a board member. Corrections also maintains an internal
COI register.
If any COI (actual, potential, or perceived) is declared, a management plan is required which
may include restricting involvement, removing the person from the board, relinquishing any
private interest associated with the conflict, or a person resigning from their role within
Corrections.

responses are published quarterly or as otherwise determined. Your personal information
