Thank you for your original email of 25 May 2024 requesting under the Local Government Official
Information and Meetings Act 1987 (LGOIMA), information relating to access to the beach at Waikawa
Beach. Please see outlined below a response to each part of your request.
This request is for all information held by the Horowhenua Council and its agencies and advisors in
relation to the communications between the Council officers, Council ors, Advisors and its
consultants; and the owners of the land previously providing public access to the beach via the
south end of Manga Pirau St, Waikawa Beach.
Can you provide all copies of internal and external meetings, phone calls, internal memos and
emails including dates.
On 25 September and 1 October 2024, a request for refinement was emailed to you as your request in its
current form was very complex and would require substantial research and collation. To date we have
received no further communication from you.
We have completed a preliminary search with an open timeline which has resulted in close to 23,000
emails. A search period from September 2022-September 2024 has resulted in approximately 3000 plus
emails. This search used a criterion of “Waikawa beach access” only. A search criterion of Waikawa Beach
would capture many more emails. Additionally, this does not include copies of internal and external
meetings, phone calls or internal memos.
In order to fulfil your request as it currently stands would require the following:
• a wide search across all years relevant to the request with much of this having to be manually
conducted
• manually accessing and searching databases, records, and correspondence
• bringing together all the relevant information
• selecting in-scope material
• sorting digital documents from multiple sources by date
• collating and redacting for release
Therefore, we have decided to refuse this part of your request under section 17(f) of the LGOIMA on the
basis that the request requires substantial collation or research.
Can you also provide all copies of reports focused on reactivating beach access.
This has been provided to you in the email dated 25 September 2024. However, I have added the links to

Can you also provide communication in relation to the construction of the fences; including costs
incurred by the Council.
Please refer to the explanation given in your first question to your request for all communications in relation
to the construction of the fences. This has been declined under section 17(f) of the LGOIMA on the basis
that the request requires substantial collation or research.
