Health New Zealand | Te Whatu Ora received correspondence on 29 May 2025, from the Office of 
the Ombudsman regarding our previous response to your request for official information dated 11 
July 2024. 
Health NZ has revised its previous response and is now able to provide you with some of the 
information requested. 
Please refer to Appendix One which provides our decision on the release of documents within 
scope of your request. The documents able to be released are at ached as Appendix Two. 
Some information within this document has been withheld under the following sections of the OIA: 
•  section 9(2)(g)(i), to protect the effective conduct of public affairs through the free and frank 
expression of opinions, 
•  section 9(2)(a), to protect the privacy of individuals, 
•  section 9(2)(h), to enable Health NZ to carry on, without prejudice or disadvantage, 
negotiations, 
•  section 6(c), as it would be likely to prejudice the maintenance of the law, including the 
prevention, investigation and detection of offences, and the right to a fair trial, 
•  Section 6(d), as its release would likely endanger the safety of any person. 
 
Where information is withheld under section 9 of the OIA, I have considered the public interest in 
releasing this information. However, I do not consider that this public interest outweighs the harm 
identified above, in this instance. 
Additionally some information has been withheld as it is deemed out of scope of your request.
