Thank you for your email of 16 December 2023 to Wellington City Council (the Council) requesting the 
following information: 
 
•  I note on your website that there are various external companies that are commissioned for 
processing the city’s recycling. I would like to please request all reports and official 
communication for the year 2023 from any company that holds a relationship with the Council 
to process recycling 
 
I am particularly interested in any breakdowns that include “success rates” of recycling - how 
much actually gets recycled, how much is sent to landfil , etc. 
 
Your request has been considered under the Local Government Of icial Information and Meetings Act 
1987 (LGOIMA).  
 
The Council carries out kerbside recycling as well as housing some community accessible recycle 
bins at the Tip Shop and Recycle Centre. Our suburban kerbside col ection contractor takes all co-
mingled and glass recycling to Oji Fibre Solutions (Oji) in Seaview. A contractor comes to the Recycle 
Centre to empty the larger public recycling receptacles and these materials are also taken to Oji. 
 
Due to the number of individuals at the Council who engage with Oji, and for the various reason they 
would be engaging with them, I am refusing your request for all reports and official communication for 
the year 2023 pursuant to section 17(f) of the LGOIMA, as the information requested cannot be made 
without substantial collation or research.  
 
Please find attached, as Appendix One to my reply, a spreadsheet which gives an oversite of the 
volumes and grade split (including the volume of waste) of Wel ington City Council recycling received 
by Oji for the 2022-2023 financial year (considered as 1 July 2022 to 30 June 2023). 
 
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an 
investigation and review of the Council’s decision to refuse information by the Ombudsman.
