Official Information Act request relating to Minister Reti's conflicts of interest and the
Therapeutic Products Act (2023)
Thank you for your request made under the Official Information Act 1982 (the Act), received
on 10 December 2023. You requested:
“ I request all information including emails, meeting minutes, memos and recollections
of discussions between Christopher Luxon, Winston Peters and David Seymor on the
decision to appoint Shane Reti as Minister of Health. Specifically, I wish to know what
was discussed of Mr Reti's pecuniary interests in Reti Holdings Limited, Whangarei
Doctors Limited, and Primecare Kensington Services Limited.
I request all information including emails, meeting minutes, memos and recollections of
discussions between Christopher Luxon and Shane Reti regarding Mr Reti's pecuniary
interests in Reti Holdings Limited, Whangarei Doctors Limited, and Primecare
Kensington Services Limited.
I request all written communication received by Christopher Luxon from Shane Reti
regarding conflicts of interest.
I request all communications, including emails, texts, and signal messages Christopher
Luxon has received and sent since July 2023 regarding the Government's commitment
to repeal the Therapeutic Products Act (2023). ”
On 21 December 2023, we wrote to you advising that the parts of your request regarding
Minister Reti and conflicts of interest were more closely connected to the functions of the
Prime Minister, Rt Hon Christopher Luxon. As such, we transferred that part of your request
to the Prime Minister, in accordance with section 14(b)(i ) of the Act.
The second aspect of your request, regarding communications received and sent by the
Prime Minister on the repeal of the Therapeutic Products Act (2023), should have also been
transferred to the Prime Minister for response. This is because a request for communications
held by the Prime Minister is more closely connected to the functions of the Prime Minister. I
am therefore extending the time for transfer, in accordance with 15A, and am transferring the
parts of your request about the Therapeutic Products Act to the Prime Minister, in
accordance with section 14(b)(i ) of the Act.

Please accept my apology for not communicating this sooner. It was initially thought that the
Department of the Prime Minister and Cabinet may have oversight over potential material in
scope of this part of your request. Upon further review, we have determined it is more
appropriate that this question is answered by the Prime Minister.
Your request wil now be responded in full by the Prime Minister. The Prime Minister has the
usual timeframes under the Act from receipt of this transfer to make a decision on your
request.
