Thank you for your request to Kāinga Ora – Homes and Communities, dated 29 November
2023, under the Of icial Information Act 1982 (the Act):
1) Please provide a copy of draft documents as of today, that wil be submitted to
support the resource consent application to either Ruapehu District Council or
Horizons, proposed for early 2024 (Stage 1) earthworks.
2) Please provide all meeting minutes from "Development Partners" since Meeting #2.
As an example, meeting minutes were provided in 05. Combined RDC June
2023_Redacted.pdf page 14 onwards, held 8th June 2023 between 12:30-2:30pm at
Ohakune Council Chambers, we are requesting a copy of all meeting minutes by
Development Partners since that release.
3) The existing resource consents submitted July 2023 include subdivision of individual
lots and land use and subdivision designs. Please provide copies of emails providing
advice, or that relate to the change of resource consent application method.
4) Please provide copies of emails or documents or meeting minutes relating to the
contract with MHUD for Teitei (or any other entity providing funding for Teitei Drive)
since 15th June 2023.
5) Please provide a copy of the latest budget (even if in draft) for Teitei Drive, the last
amendment to the budget estimated the cost to be $7.5m.
I have addressed each question as follows.
1) Please provide a copy of draft documents as of today, that wil be submitted to support
the resource consent application to either Ruapehu District Council or Horizons,
proposed for early 2024 (Stage 1) earthworks.
Draft documents have not yet been prepared. I am refusing this part of your request under
section 18(e) of the Act as at the date of your request, the documents alleged to contain the
information do not exist.
2) Please provide all meeting minutes from "Development Partners" since Meeting #2. As
an example, meeting minutes were provided in 05. Combined RDC June
2023_Redacted.pdf page 14 onwards, held 8th June 2023 between 12:30-2:30pm at
Ohakune Council Chambers, we are requesting a copy of all meeting minutes by
Development Partners since that release.
Please find attached the meeting minutes for the Development Partner meetings from Meeting
3 to Meeting 6. Some information has been withheld from the minutes under the following
sections of the Act:
• 9(2)(a) to protect the privacy of natural persons
• 9(2)(g)(i) to maintain the effective conduct of public affairs through the free and frank
expression of opinions by or between or to Ministers of the Crown or members of an
organisation or officers and employees of any public service agency or organisation in
the course of their duty.
3) The existing resource consents submit ed July 2023 include subdivision of individual
lots and land use and subdivision designs. Please provide copies of emails providing
advice, or that relate to the change of resource consent application method.
I am refusing this part of your request under section 9(2)(h) of the Act to maintain legal
professional privilege.
4) Please provide copies of emails or documents or meeting minutes relating to the
contract with MHUD for Teitei (or any other entity providing funding for Teitei Drive)
since 15th June 2023.
I refer you to the minutes provided in part 2 of your request.
I refer you also to the attached update (AH 23 088) and covering email provided to MHUD on
11 December 2024. Some information from the update and the covering email is withheld
under section 9(2)(a) of the Act to protect the privacy of natural persons.
5) Please provide a copy of the latest budget (even if in draft) for Teitei Drive, the last
amendment to the budget estimated the cost to be $7.5m.
I am refusing this part of your request under section 18(e) of the Act as the document alleged
to contain the information does not exist. Revised costing of the project is stil pending and no
new information is available.
In relation to the information withheld under section 9 of the Act, the public interest was
considered. I decided that the need to withhold the information outweighed the public interest
in the information.
