I refer to your official information request dated 18 November 2023 for Airways's latest copy of 
the MATS manual. 
We have decided to refuse your request under the following sections: 
· Section 9 (2)(b)(i) (Trade Secret) 
· Section 9 (2)(i) (Prejudice or disadvantage to an agency's commercial activities) 
Our MATS manual contains commercially sensitive information concerning our organisation's 
core business operations. Making this information publicly available could lead to competitors 
copying  or  adopting  our  business  propositions,  which  would  unreasonably  prejudice  our 
commercial position.

You have the right to seek an investigation and review by the Ombudsman of this  decision.
