Re: Info on dog control services
I refer to your email, which we received on 5 February 2015, requesting information about on
dog control services.
Responses to your specific questions are as follows:
1. If dog control services are out sourced, if so who are the contractors and in
which regions do they operate?
Auckland Council Animal Management is not outsourced.
2. Do all dog control officers carry a warrant allowing them to act as dog control
officers?
All dog control officers (animal management officers) carry a warrant allowing them to
act as dog control officers.
3. Do dog control officers carry out enforcement duties under the animal welfare
act?
Animal management officers are only warranted under the Dog Control Act 1996 and
Auckland Council by-laws. They do not carry out enforcement duties under the Animal
Welfare Act.
4. What is the minimum qualification of a dog control officer?
There is no minimum qualification for Auckland Council animal management officers.
5. How are enforcement powers delegated to dog control officers?
Enforcement powers are delegated to animal management officers by the Auckland
Council Officer Delegations Register from the Dog Control Act 1996 and Auckland
Council bylaws.

6. Is there a public record of who the dog control officers are?
There is no public record of Auckland Council animal management officers.
7. How many dog control officers cover the Auckland council area?
There is an establishment of 46 animal management officers (including four senior
officers) plus four team leaders and field services manager covering the Auckland
Council.
