OFFICIAL INFORMATION ACT REQUEST 2023/93
On Tuesday 31 October 2023 you made a request under the Official Information Act 1982 (the OIA)
for the following information:
Please share the procedures for receiving, reporting, transporting and counting special votes
and overseas votes 2023 General Election.
Copies of the Commission’s Operations Manual chapters outlining the procedures for receiving,
reporting, transporting, and counting special and overseas votes are attached.
The procedures for receiving overseas votes by secure upload, post and in person at an overseas
voting place are prescribed in the Electoral Regulations 1996. Procedures for the return of overseas
votes issued at an overseas voting place are also attached. Overseas votes are returned to the
Commission’s centralised processing team in Wellington and are reported and counted as special
votes in accordance with the procedures set out in the Operations Manual.
Some details have been withheld under section 6(c) of the Official Information Act where they may
prejudice the maintenance of the law and compromise security arrangements at elections.
In the interests of transparency, we release responses to Official Information Act requests every 3
months. We will publish this response with your personal details redacted.
