Assurance, and Finance Committee.
I refer to your official information request dated 29th October for:
”Please provide job description and pay rate for the independent member of risk and assurance
committee. Also, please kindly provide the name of current member and their term of
appointment. Besides the IOD website, what other channels you have used to call for public
nomination?”
In your request you also ask several specific questions regarding the Independent Member
Expression of Interest for Mana Mokopuna – Children and Young Person’s Commission (Mana
Mokopuna) Risk, Assurance and Finance Committee (RAF).
These questions and requests comprise:
1. A copy of the job description
2. The pay rate for the independent member
3. The name of the current incumbent and the term of their appointment
4. Besides the IOD website, what other channels have used been to cal for public
nomination?
As you may be aware, Mana Mokopuna was established in July 2023. As part of the establishment
of the new Commission, new governance arrangements have also been established. The RAF
Committee is a new committee within those arrangements.
An Independent Member to support the advisory capacity of this committee to the Board of Mana
Mokopuna has been an early decision taken by the Board to provide external and independent
advice on matters before the committee. Because this is a newly established role there is no
current incumbent.
The specific job description, tenure and pay rate (fees) have yet to be finalised and wil depend
heavily on the successful candidate’s skills, qualifications, and experiences. The fees assessment
has been agreed with the Ministry of Social Development, which is the agency responsible for
monitoring the Commission. The fees assessment is provisional y scored at level 19/20 within
Group 4 of the Cabinet Fees Framework. A link to the Cabinet Fees Framework Information is:

By way of clarification, this role was not progressed by public nomination but by an individual
expression of interest recruitment. Recruitment is stil being processed.
Apart from the Institute of Directors, the cal for an expression of interest advertisement for this
newly established role was provided to the fol owing organisations and agencies for publication
or sharing at their discretion:
• Manatū Wāhine - Ministry for Women
• Whaikaha – Ministry of Disabled People
• Te Tari Mātāwaka - Ministry for Ethnic Communities
• Ministry for Pacific Peoples – te Manatū mō ngā Iwi ō te Moana-nui-ā-Kiwa
• Te Puni Kokiri – Ministry of Māori Development
I also note that on 21 November you sent a fol ow up enquiry, specifical y:
“I noted independent member- risk, assurance committee has been closed. May I ask how
many applications you have received from the public and how many you have received from
other nominating agencies such as TPK or Ministry of women etc.”
We can confirm that the Secretariat has received 35 applications for the role of Independent
Member – Risk, Assurance, and Finance Committee. There are no ‘nominating agencies’, noting
that this is an individual expression of interest recruitment process.
