Dear A KS,
I refer to your request under the Official Information Act 1982 (the Act) received on 27 October 2023
requesting the following information from the Ministry of Business, Innovation and Employment
(Ministry):
“There are three parts to this request:
Part A In the past requests, you have shared the medical guidelines used by the INZ Health
Assessment Team for visa processing. Here is the link to the previous OIA request Could you
provide the updated medical guidelines for the following conditions ( if there has been an
update for the guidelines since the above-mentioned OIA) 1. Cardiovascular Conditions 2.
Diabetes 3. Blood Test results.
Part B In the following OIA request, some information was shared in Appendix A and
Appendix B documents. Can you share the updated version if there have been updates to the
content related to these two documents?
Part C Is there a separate document with a guideline on how an immigration officer decides
how/whether to grant a medical waiver for a residence application? If yes, can you provide
that document too?”.
Our Response
In response to Part A regarding providing any updated medical guidelines for the following
conditions; Cardiovascular conditions, diabetes and blood test results, since your request under the
Act in April 2023.
This part of your request is being refused under section 18(e) of the Act as the information
requested does not exist. I can advise that there have been no updates to the guidelines for medical
assessors in respect of cardiovascular conditions, diabetes or blood test results since they were
released to you on 8 May 2023 (ref DOIA 2223-2272).
In response to Part B regarding whether the Ministry can share any updated versions, if there have
been updates to the content related to two documents for information that were in Appendix A and
Appendix B, since your request under the Act in April 2023
The following documents, which were sent to you on 3 April 2023 (ref DOIA 2223-1919), that are
used by the Health Assessment Team have been updated and are attached (See Appendix One):
• Further Information Request FIR 11.0 (6 July 2023)
• Single Failure Points 12.0 (26 June 2023)
• Hepatitis C flowchart (8 June 2023)
• Limited Medical Certificate Guidelines (9/06/2023)
The Standard Operating Procedure documents released to you in Appendix A and Appendix B on 3
April 2023 have not been updated since they were released to you. Therefore this part of your
request is being refused under section 18(e) of the Act as the information requested does not exist.
In response to Part C regarding if there is a separate document with a guideline on how an
immigration officer decides how/whether to grant a medical waiver for a residence application./ And
if so, can this document be provided.
A medical waiver assessment template is used to assist immigration officers in how to undertake a
medical waiver assessment. This document is included in Appendix One.
