Re: Procurement process of food scrap bins 
 
 
Thank you for your email dated 23 October 2023, in which you requested information about 
the food scrap collection bins. The specific details of your request and our response are below. 
 
I write in request of information regarding the new food scrap collection bins. I request 
the following information: 
  1.  Did Auckland Council consider local procurement of the bins, rather than 
importing them from Australia, and if not, why not? 
 
Auckland Council held an open procurement for the food scrap bins. The procurement process 

considered available budgets as wel  as other non-price elements (like quality, sustainable 
manufacturing processes, etc) when selecting the final supplier. Al  the tenders who met the 
requirements were proposing to supply the bins from overseas. 
  2.  How much did each bin cost? 
 
The cost for the individual bins is withheld under section 7(2)(b)(i ) Local Government Official 

Information and Meetings Act 1987, namely that it would be likely unreasonably to prejudice 
the commercial position of the person who supplied or who is the subject of the information. 
  3.  Is the intellectual property of the bin a proprietary product owned by Auckland 
Council? 
 
The final bin design was undertaken by the bin manufacturer, and they own the intellectual 

property involved. 
  4.  Does the Auckland Council own any tooling to produce the bins? 
 
Auckland Council does not own the tool by default but has conditional rights of ownership. 

  5.  How many further bins does the Auckland Council expect to purchase within the 
next twelve months?

We do not yet have established trends in maintenance requirements, however,  based on 
growth trends and maintenance requirements for the previous bin design, we estimate that an 
additional 23,000 kerbside bins wil  be required.
