Thank you for your request to Kāinga Ora – Homes and Communities, dated 28 November 2023,
which you made through th
e www.fyi.org.nz website. You requested the following information under
the Of icial Information Act 1982 (the Act):
Please provide all emails or letters received from the public
Regarding: Teitei Drive
From: any member of the public
To: Renee Regal or to [email address] or forwarded from
Ruapehu District Council
Please also provide a total count of items that match the search criteria.
We wil then review the emails and confirm the count ourselves.
A search of our email archives indicated a total of 2,025 emails to Renee Regal, or Kāinga Ora
Correspondence email or from Ruapehu District Council during the period 1 November 2022 to
28 November 2023. This is the number we would have to search through to determine which emails
could be considered to be from "members of the public".
I note that the Kāinga Ora Correspondence email is an administrative email address that is primarily
used to respond to requesters. It is not an address that is intended to be used to "receive"
correspondence and is not published on our website as a contact address.
In our response to you of 16 November 2023, we advised that we had received a number of enquiries
from the public about the proposed housing development at Teitei Drive, Ohakune, through a variety
of avenues, including emails to shared inboxes, emails to individual staff members, phone calls and in-
person meetings. It is not possible to provide a breakdown of how many enquiries could be considered
complaints, without manually reviewing each piece of correspondence. This request was refused
under section 18(f) as it would require substantial collation.
You are now asking for copies of emails to specific email addresses and indicate that you would
review the emails and confirm the “count” yourselves.
I consider that your request is not being made in the spirit of the Act. Responding to your request
would impose an excessive and unreasonable burden on Kāinga Ora and appears to lack any serious
purpose or value. As such, I am refusing your request under section 18(h) of the Act as we consider
your request to be frivolous or vexatious. I am also refusing your request under section 18(f) as it
would require substantial collation.
You have the right to seek an investigation and review by the Ombudsman of my decision on your
