OFFICIAL INFORMATION ACT 1982 (OIA) – REQUEST FOR INFORMATION - CHRISTCHURCH
INTERNATIONAL AIRPORT LIMITED (CIAL)
1.
We write further to our email of 3 October and 5 September 2023, responding to your request of 8
August 2023 (via the third party public platform fyi.org.nz) for the following information pursuant to
the OIA:
"... all correspondence, documents and minutes which contain either a) “Sustainable Tarras” b)
“Stop Central Otago Airport (or SCOA”) c) any other groups perceived to be “in opposition” to the
new airport..” (the
Request)

On 5 September 2023 you clarified your request to:
- Let's just go for Sustainable Tarras and Stop Central Otago Airport for now.
- Let's make if from 20 July 2020 to the date of this request.
- Let's limit it to a) all emails and b) internal notes, memos or documents

On 3 October 2023 we declined your request under section 18(f) where the information requested
cannot be made available without substantial collation or research.

On 4 October 2023 you questioned our decline of your request and requested a search result count
if a response was not possible.
5.
We have worked with our Technology Team to understand whether it is possible to attempt to reduce
the scale of your request by limiting it to the search terms and document types you have listed. We
have also considered your request in relation to search result counts. Unfortunately, your requests
cover information and document types stored across a number of systems and it would still require
some time, and deployment of our Technology Team away from their core operations. Even if search
result counts were able to be provided without substantial collation and research, those results are
still ultimately likely to produce significant amounts of information.

CIAL notes that as it has been unable to further clarify and refine your request and confirms your
request for information has now been refused under section 18(f) where the information requested
cannot be made available without substantial collation or research. CIAL does not consider that fixing
a charge or extending the time limit of the request would enable the request to be granted.

You also asked about a reference to “sustainable tourism”. Our apologies for the confusion. This
phrase should have read “Sustainable Tarras”.
