Thank you for the substantive response of 12 September 2023 and the explanation on why AT refused to provide any of the requested information.

I am disappointed that AT did not contact me to seek clarification of my request during the more than six weeks taken to decide to refuse to provide requested information because I asked for the “authoritative source”.

The term “authoritative” is just an adjective meaning “having or showing impressive knowledge about a subject” (https://urldefense.com/v3/__https://www.britannica.com/dictionary/authoritative__;!!Hs6A79YYbFfQ525liA!MXZtbqTE96CiWFTiHEhx45uJAG5-wWsG2G-5eUvEmnwPP4f4-F6k9QEfvwQFWCTnrycGKTXODWc0TsSSJ5P7IQ38VA84HZPjvbXxSZvMI81b1YnxUg$). I assumed, perhaps incorrectly, that AT would utilise people who are authoritative about public transport and rapid transit in the creation of information about rapid transit mode capacity.

However, it is AT that seems to have assumed that “authoritative” = “external”. I must point out that this request is deliberately blind to whether this information was produced internally or externally to AT as the request simply asks for the source document and supporting information around it. I am both concerned and amused that AT developed its Auckland Rapid Transit Plan using staff it does not believe are knowledgeable about rapid transit.

It seems to me, based on your explanation, that “the document the table is sourced from” is the “authoritative source” for Table 3-2 I requested. Equally, the spreadsheet used to calculate the figures used to create the graph is the “authoritative source” for “Passengers per hour at peak” chart I requested.

Now I understand your interpretation of my request, I will clarify my request by removing the word “authoritative” from my requested noting that, from my perspective, these are the same requests as originally sent to AT seven weeks ago:

1) Can AT please provide a copy of the paper, report, project and/or correspondence which is the source for the information in Table 3-2?

2) Can AT please provide a copy of the scope, terms of reference, contract, purchase order or other document that asked for this for the information in Table 3-2 being provided to AT?

3) Can AT please provide the source (transport expert, transport consulting company) that provided the information in Table 3-2?

4) Can AT please outline when it received the information in Table 3-2?

5) Can AT please provide a copy of any and all reviews (internal or external) of the information in Table 3-2 that confirmed this information is accurate?

6) Can AT please provide a copy of the paper, report, project and/or correspondence which is the source for the information in “Passengers per hour at peak” chart?

7) Can AT please provide a copy of the scope, terms of reference, contract, purchase order or other document that asked for this for the information in “Passengers per hour at peak” chart being provided to AT?

8) Can AT please provide the source (transport expert, transport consulting company) that provided the information in “Passengers per hour at peak” chart?

9) Can AT please outline when it received the information in “Passengers per hour at peak” chart?

10) Can AT please provide a copy of any and all reviews (internal or external) of the information in “Passengers per hour at peak” chart that confirmed this information is accurate?

Can Auckland Transport, under this LGOIMA request, please provide:
• “the document the table is sourced from” for Table 3-2 as I requested in 1)
• the supporting information about the source document requested under 1) as I requested in 2) – 5)
• the spreadsheet used to calculate the figures used to create the graph for the “Passengers per hour at peak” chart as I requested in 6)

As AT has already spent over six weeks reviewing the requested information, can it please be provided in a timely manner?
