Construction site works
Thank you for your request made under the Local Government Official Information and Meetings
Act 1987 (the Act), received on 22 April 2023. You requested the fol owing information regarding
construction sites (or other major works) in Thorndon, and timings/conflicts (potential or
otherwise) of all these forward works:
- al related internal advice,
- in whatever form/channel/nature that advice has been provided (oral, email, report, etc),
- to the Transitional Cycleway Team (Bike team)
- by any WCC individual, or any WCC teams, or any other parts of WCC, including originating
from any contractor/consultants to WCC
- in respect to the timing of significant building and construction work in Thorndon.
Similarly, what internal advice, of the same or similar nature as (1) above, has been provided to
- the Executive Leadership Team, either individual y or as a group, and
- the Chief Executive of WCC
concerning the timing of significant building and construction works in Thorndon, while also
planning to implement significant street layout changes for the Thorndon Connections project
i.e. instal protected cycleways.
The Act allows for the making available of official information by way of a summary (section 15(1)(e)
of the LGOIMA). Please see the below information:
Scheduling: The bus interchange upgrades wil be completed prior to the Thorndon
Connections project starting in the Molesworth area. The Transitional team wil not be
running any cycle lanes down Molesworth St. before LT McGuiness is done with the civil
connections on the 61 Molesworth development (March- July ‘24). This ensures that there
is no conflict around the civil connections for the project. Ideal y, the civil connections work
at 61 Molesworth St will be complete prior to July, but the transitional team will work
closely to schedule installation in this area as soon as possible once this has been
complete. Additionally, there will be no bike lanes at all on Molesworth Street until the
Wellington Water work on Hawkestone/Molesworth is complete (Sept ‘23-Feb ‘24).Now
that the Council has approved the Thorndon Connections project, on-going scheduling
around the intersection enabling works wil occur between the project managers, the
Corridor Manager and the contractors to minimise disruption in the area..
No information on this situation was provided to the Executive Leadership team or the Chief
Executive as it is not an issue which required their input.
I can advise the project manager who was involved in the earlier stages of the project, including
much of the coordination with contractors, has since left and we no longer have access to their
correspondence. As such an email search for what you have requested has proved difficult and the
making available of documents would impair efficient information to recreate the information.
Right of review
If you are not satisfied with the Council’s response, you may request the Office of the Ombudsman
to investigate the Council’s decision. Further information is available on the Ombudsman website,

Please note, we may proactively release our response to your request with your personal
information removed.
Thank you again for your request, if you have any questions, please feel free to contact me.
Kind regards
