Request for information: Communications between Pharmac and Draper Cormack
Thank you for your request dated 28 March 2023 under the Official Information Act 1982 
(OIA) for information relating to communications between Pharmac and Draper Cormack.
You requested:
Under the OIA I seek copies of all correspondence between Pharmac and 
Draper Cormack regarding
1) the OIA request: Procurement process used, engagement with Draper 

Cormack your reference 2022-23-125; A1665003
2) media coverage in March 2023.for the relationship between Pharmac and 
Draper Cormack

Correspondence released in response to your request
Pharmac staff communicate with Draper Cormack staff by email, phone call, and/or face-to-
face meetings only. A combined copy of communications related to your request for 
information is attached with this response. 
Please note, we have redacted a small amount of information from the documents released 
where the information is not related to your request (i.e., out of scope) or where we consider 
this is necessary to:
 protect the privacy of natural persons (section 9(2)(a)); 
 maintain the effective conduct of public affairs through the free and frank expression of 
opinions by or between or to Ministers of the Crown or members of an organisation or 
officers and employees of any public service agency or organisation in the course of their 
duty (section 9(2)(g)(i)); or,

 protect information where the making available of the information would be likely to 
unreasonably prejudice the commercial position of the person who supplied or who is the 
subject of the information (section 9(2)(b)(ii)).
As required under the OIA, we also considered whether, in the circumstances, the 
withholding of this information was outweighed by other considerations which render it 
desirable, in the public interest, to make this information available. In this case we did not 
consider that the public interest outweighed the reasons for withholding the information.
Payments made by Pharmac to Draper Cormack
I note that on 28 March 2023 we declined to provide information for part two of your previous 
request (referenced above as 2022-23-125; A1665003) as, at the time, we considered 
releasing the information would be likely to unreasonably prejudice the commercial position 
of the firm (section 9(2)(b)(ii) of the OIA). Part two of your previous request was for:
2) Total Payments made by Pharmac to Draper Cormack between 1 March 
2021 and 31 January 2023

Since communicating our decision for your previous request, we have provided input for 
Written Parliamentary Questions (WPQs) about Pharmac’s relationship with Draper 
Cormack. In doing so, we reviewed our previous OIA decisions and determined that 
releasing annual spend amounts would not prejudice Draper Cormack’s commercial position. 
Please see the published response for WPQ 7893 (2023) for information related to your 
request. Additional WPQs about Pharmac’s relationship with Draper Cormack can also be 
found on Parliament’s website.
