I refer to your email to Christchurch City Council of 7 January 2023 requesting the following 
under the Official Information Act 1982 (the Act): 
Please supply the "investigators project plan" that should have been completed in the 
month of November 2022, as originally referenced in the document titled 
"Appointment of investigator under section 24A of the Resource Management Act 
1991 to look into Christchurch City Council’s non-notification of an intensification 
planning instrument".  
As you will be aware, on 10 January 2023 your request was transferred to the Ministry for 
the Environment (the Ministry) by Christchurch City Council for response under section 12 of 
the Local Government Official Information and Meetings Act 1987. 
Your request has been refused under section 18(d) of the Act, as the information requested 
is publicly available. The project plan was released in a previous response to a request 
under the Act, which has been proactively released on the Ministry’s website.

You have the right to seek an investigation and review by the Office of the Ombudsman of 
my decision to refuse this request, in accordance with section 28(3) of the Act. The relevant
