Official information request relating to the City Centre Wastewater Retention Tank (CCWRT)
I refer to your official information request dated 7 December 2022.
The information you have requested is enclosed. The questions you specified have been included as
numbered headings in bold below, with our response following each heading.
I request the following information: all the information required for a member of the public or rate
payers to know:
1. what the budgeted cost of the CCWWRT project is;
The original Long-term Plan budget for the project was $43.8m.
On 17 November the Council was advised that the cost estimate has risen to $63m and that there
would be more certainty on the final cost once tenders for the construction contract had been
awarded.
A further meeting was held on 15 December 2022 and a report was presented on the Porirua
Central City Wastewater Retention Tank construction contract tender process outcome.
The construction project is now subject to contract negotiations. Since these negotiations are still
in progress, we can make no further comment on the cost.

2. whether WCC will be meeting part of the cost of the project;
Wellington City Council (WCC) does not contribute directly to capital costs, such as the tank, for
the joint venture network. WCC meets its share of capital costs through the charge made for
wastewater received from Wellington City.
The charge is made on a volumetric basis as measured by a flow meter at the Wall Place Pump
Station and is made up of two components: the operational cost and the capital projects cost. New
capital costs, for example for the tank, are added to the charge. The apportionment rate applied for
capital project costs is 72.4% for Porirua and 27.6% for Wellington. This is based on the ratio in
the deed Schedule 3.
3. if WCC will be meeting part of the cost of that project what that
proportion will be; and,

4. if WCC will be meeting part of the cost of that project how will the
cost be apportioned between WCC and PCC, or will it be a 'joint venture'
with Wellington Water Limited dealing with the financial and contractual
side of things. As above.
