Thank you for your email of 18 October 2022 to the Ministry of Education requesting the 
following information:  
 
Has Mangapapa School applied for a Third Party Occupancy, Application for Approval in 
Principle for any groups or organisations who operate Zumba classes in the Mangapapa 
School Hall in last five years. 
If so could you provide the names of the Zumba groups and the date their occupancy 
started? 

 
Your request has been considered under the Official Information Act 1982 (the Act).  
 
Mangapapa School has not applied for a Third Party Occupancy Agreement with the Ministry 
for any Zumba groups. I am therefore refusing your request under section 18(e) of the Act, 
as the information requested does not exist.  
 
The Ministry has been advised by the school that the Zumba group is called Mangapapa 
School Zumba, and that it has been using the school hall since 2015. The group uses the 
hall for a maximum of five hours per week.  
 
As per the Ministry’s Third Party Occupancy Process, only a Casual Use Agreement is 
needed in these instances. You can find more information about the Ministry’s policy here:
