Request made under the Official Information Act 1982
Thank you for your email of 17 August 2022 requesting the following information under the Official
Information Act 1982 (the Act):
Can you provide an annual summary for the past 3 years for the amount spent by NZTA for the
real time monitoring of the state highway network and communication with road users. Ideally
collated by territorial local authority.
The non-exhaustive definition of real time road monitoring and communication I am using is, such
technologies and staffing costs that NZTA use to;
* have a visual real time view of the roadway (eg. CCTV)
* non contact sensors (inductive ground loops)
* active signage (variable speed signs, driver information signage)
* staffing costs to maintain and operate these systems.
Waka Kotahi NZ Transport Agency has interpreted your request to be for the operating expenditure for
our Transport Operations Centres (TOCs). One of the TOC’s key functions is to manage the transport
network in real-time using CCTV cameras and other sources to respond to planned and unplanned
events which can disrupt all modes of transport.
The information you have requested has been enclosed in the attached spreadsheet.
This information should be read in conjunction with the following caveats:
• The “Net Expenditure” table includes both personnel and other operational expenditure, less
expenditure recovery proceeds (defined further below)
• The “Other Operational Expenditure” table covers the expenditures associated with:
o Contracted services and consultants
o Office and property management
o Advertising
o IT and telecommunications
o Staff business travel
o Capital / physical works
o Miscellaneous

• Auckland Transport Operation Centre (ATOC) is a joint venture with Auckland Transport.
Auckland Transport’s contribution to ATOC’s operational expenditures is shown in the
“Expenditure Recovery Proceeds” table.
• There are some types of expenditure that apply to our overall TOC operational spend and do
not belong to one specific TOC regional centre. As such, these have been labelled as
“Location Neutral (National)” in the spreadsheet.
