Official Information Act request for a copy of the Civil Unrest Risk Profile
Thank you for your Official Information Act 1982 (the Act) request partially transferred from
the New Zealand Police on 2 September 2022. The part of your request transferred to the
Department of the Prime Minister and Cabinet (DPMC) was for:
“A copy of the Civil Unrest Risk Profile”
I have decided to withhold in full the document
Risk Profile - Civil Unrest under the following
sections of the Act:
• 6(a), to protect the security or defence of New Zealand or the international relations of
the Government of New Zealand; and
• 9(2)(g)(i), to maintain the effective conduct of public affairs through the free and frank
expression of opinions by or between or to Ministers of the Crown or members of an
organisation or officers and employees of any public service agency or organisation
in the course of their duty.
The National Risk Register is a classified document that includes a diverse range of
nationally significant hazards and threats across several broad domains. National Risk
Register Risk Profiles (and related advice on these) are internal government documents
which support risk governance discussions; they can contain sensitive information and
advice on nationally significant risks. These are not made publicly available in order to
protect their integrity as tools for officials to offer free and frank expression of opinion on
national risks and their management, and in some cases to protect the security and defence
of New Zealand or the international relations of the Government of New Zealand.
Where section 9 applies, in making my decision, I have taken the public interest
considerations in section 9(1) of the Act into account.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
This response wil be published on DPMC’s website during our regular publication cycle.
Typically, information is released monthly, or as otherwise determined. Your personal
