Request made under the Official Information Act 1982
Thank you for your request
of 1 July 2022 requesting the following information under the Official
Information Act 1982 (the Act):
I would greatly appreciate it if you could please provide the most recent safety audits and Safe System
Assessment Framework reports, specifically any reports involving risk assessment for Vulnerable
Road Users/road users outside of a vehicle, for the following projects:
1. Grafton Gully Cycleway
2. Glenn Innes to Tamaki Drive path Stage 1
3. Glenn Innes to Tamaki Drive path Stage 2
4. Wainuiomata Hill Shared Path
5. Hutt Expressway (SH2) between Ngauranga Station and Petone
6. Manawatū River Bridge (SH1)
7. The intersection of the Waikato Expressway (SH1) and Gordonton Road (SH1B)
Your request for these documents for Glen Innes to Tamaki Drive Shared Path stages 1 and 2 was
transferred to Auckland Transport for response as the requested information is more closely
connected to their functions. Your request for these documents for the Wainuomata Hill Shared Path
was transferred to Hutt City Council for the same reason. You can anticipate a response from them in
due course.
Please find enclosed with this response the latest safety audits for the Grafton Gully Cycleway and the
intersection of the Waikato Expressway State Highway 1 and Gordonton Road SH1B. The personal
details of consultants have been withheld under section 9(2)(a) of the Act, to protect their privacy.
The safety audit for Hutt Expressway SH2 between Ngauranga and Petone can be found in section 3

I am refusing your request for this document under section 18(d) of the Act, as it is publicly available.
There have not been any specific risk assessments completed for vulnerable road users or road users
outside a vehicle for the Manawatū River bridge. Therefore, I am refusing this part of your request
under section 18(e) of the Act as the document alleged to contain the information requested does not
exist.
No safe system assessment framework reports have been completed for the specified infrastructure. It
is a relatively new concept and has only been applied to infrastructure constructed after 2021. As
such, I am refusing your request under section 18(e) of the Act as the document alleged to contain the
information requested does not exist.
With respect to the information that has been withheld, I do not consider there are any other factors
which would render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
