I am interested in the development of the Public Transport Section of the One Network Framework (ONF). I
understand from a previous OIA request to Waka Kotahi (WK) that the initial draft of the ONF was developed by The

classification discussion document to WK including the sender of the communication, the date of the
communication and any documents attached/linked to the communication?"
The WK response is: "In developing the One Network Framework (ONF) design, an international review of
movement and place frameworks was completed. As a result, the model layers (including public transport) are
included as an element of a complete movement and place framework and therefore encompassed in the design

was completed by a third party" and they did hold this review.

I was involved in a first iteration of the development of the definitions. In that iteration we did not have the PT1
class identified as ‘Rapid’ which seems to be his key area o interest. I think we called PT1 ‘dedicated’ (but can check).

The terminology was later changed to align with other strategic government documents (NPS-UD) and that process
was initiated and led by Out of Scope who has since left the Agency. I’m happy to share what I have on file. For the
early work I was involved with we largely developed the skeleton tiers based on SME collaboration and looking at
documents like AT’s RPTP PT service classification so there may not be too much of interest on file. Out of Scope
and I did co-deliver one presentation to REG or TSIG though to get feedback, but again this was before ‘rapid’ was
introduced and I believe him and
Out of Scop presented again to propose/explain that.

I think in any response provided it needs to be made very clear that the ONF classifications available are DRAFT only
