Request made under the Official Information Act 1982
Thank you for your email of 2 June 2022 requesting the following information under the Official
Information Act 1982 (the Act):
1) Can I please have a copy of any and all correspondence associated with information
request OIA 9096 Tony Randle?
2) Can I please have a copy of any reports, presentations or other documents associated with
information request OIA 9096 Tony Randle?
3) Can I please have a copy of the meeting agenda, minutes and/or meeting notes for any
meetings associated with information request OIA 9096 Tony Randle?
4) Can WK confirm that it has an email contact for The Road Efficiency Group and, if so,
please provide a copy of it?
To provide context, the Road Efficiency Group (REG) is a collaborative initiative between Waka Kotahi
NZ Transport Agency, Local Government New Zealand and the Road Controlling Authorities (RCAs)
of New Zealand. While the REG is made up of members of public service agencies, the group itself is
not subject to the Act. Your request of 22 November 2022 (OIA-9096) was therefore referred to Waka
Kotahi for response as the agency responsible for the management of the programme.
While your request was not referred to the REG for a response, I can confirm that the appropriate
members of Waka Kotahi, including the REG Partnership Programme Manager were involved in the
decision. Please accept my apologies that your earlier queries around whether the request had been
referred to the REG had not been addressed.
Further information regarding which agencies are subject to the Act can be found in Schedule 1 of the
Act and Part 2 of Schedule 1 of the Ombudsmen Act 1975.
My response to each part of your latest request is outlined below.
1) Can I please have a copy of any and all correspondence associated with information request
OIA 9096 Tony Randle?
Waka Kotahi is extending the 20 working days available to respond to this part of your request, as
allowed for under section 15A of the Act. We are extending your request by 10 working days because
the request necessitates a search through a large quantity of official information and a proper
response cannot be made within the original 20 working-day time limit. Waka Kotahi wil respond to
your request on, or before 18 July 2022.
2) Can I please have a copy of any reports, presentations or other documents associated with
information request OIA 9096 Tony Randle?
Please find enclosed a copy of
Attachment 1 - OIA-9096 - Tony Randle – Memo which falls within
scope of your request.
As mentioned in our acknowledgement email of 3 June 2022, the information requested contains the
names of Waka Kotahi staff. As we have not received a response to advise whether the inclusion of
staff names is required, this information has been deemed as being outside of the scope of your
request.
3) Can I please have a copy of the meeting agenda, minutes and/or meeting notes for any
meetings associated with information request OIA 9096 Tony Randle?
I can confirm that there are no meeting agendas, minutes and/or meeting notes for any meetings
associated with OIA-9096 - Tony Randle. I am therefore declining this part of your request under
section 18(e) of the Act as the document al eged to contain the information does not exist.
4) Can WK confirm that it has an email contact for The Road Efficiency Group and, if so, please
provide a copy of it?
Queries for the REG can be made by email to [email address]. However, as
previously advised, the group is not subject to the Act. Any requests for official information wil be
referred to the appropriate agency for response. This wil depend on what type of information is being
requested and which agency’s functions that information is most connected to.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
part of your request and extend the time we wil take to respond to the remaining part of your request.
