Bay res dents protested Por rua C ty Counc 's reneg ng on a shared pathway between Onepoto and W neera
Dr ve.
Project now seems to be back on the cards.
She sa d the Counc has partnersh p fund ng, but d dn t ment on the tota project cost, t was on y after the ca that I
under
goog ed the project and saw the $1.7m pr ce tag. Presume the cost has now h t at east $3m.
Luc asked about resource consent – p ann ng to odge the resource consent app cat on n February 2021. I sa d
resource consent wou d need to be secured by 17 March.

Waka Kotah (NZ Transport Agency) endorsed a 4-Stage Bus ness Case for a shared pathway between the Por rua
Centra Bus ness D str ct (CBD) and T tah Bay n 2019. Stage 1 (from Por rua CBD to W Neera Dr ve) was co-
funded by Por rua C ty Counc and Waka Kotah and comm ss oned on 25 August 2020. Th s project compr ses
under
Stage 2, wh e Stages 3 and 4 (Onepoto to Wh tehouse Road and Wh tehouse Road to schoo s and beaches) are
current y schedu ed to be undertaken n future years.
Project Scope:
To meet the project s outcomes d scussed above, the core de verab es nc ude:
• construct on of a 1.4km shared cyc ng and pedestr an pathway a ong T tah Bay Road (between W Neera Dr ve
and Onepoto) part y on ex st ng road and part y on p aced f eros on protect on works that w ncorporate coasta
restorat on and p ant ng. The shared pathway w a so be t, prov de amen ty features, and access to the foreshore
a ong W Neera Beach; and

edge of T tah Bay Road and W Neera Dr ve.

The pathway between the CBD and T tah Bay w a ow for coasta res ence, nteract on w th the harbour and

wa k ng connect ons that w serve schoo ch dren (5 schoo s), Takapūwāh a Marae, commuter and recreat ona
cyc sts and pedestr ans.
And t w be a step towards return ng a pr zed coasta area to some of ts former state for oca w – Ngāt Toa.
Project Management:
The project manager, a Ngāt Toa representat ve, externa consu tants/subject matter experts and f nance,
commun cat ons/engagement personne feature on the project team. The project manager reports to a Project
Governance Group estab shed w th Counc s Execut ve Leadersh p Team representat ves.
The project consu tants/techn ca spec a sts have undertaken a range of techn ca nvest gat ons and comp eted
concept p ans for the pathway and coasta res ence components of the project.

The sett ement of modern Por rua has ts beg nn ngs n the 15th century, when Ngāt Tara and Ngāt Ira, and ater
Ngāt Toa, ved here and hunted b rds and f shed from the harbour and estuar es.
Today, Takapūwāh a Marae (a s gn f cant s te for Ngāt Toa) s ocated near the shores of Por rua Harbour.
H stor ca y, Ngāt Toa has enjoyed a strong sp r tua and h stor c re at onsh p w th the harbour.

Modern day Por rua grew from a ser es of sma v ages n the ear y 1900 s.
To support that deve opment, the Onepoto Arm of Por rua Harbour was extens ve y mod f ed by rec amat on works
that began n the 1950s.

dec ne n seagrass and sa t marsh vegetat on, mportant hab tats n estuar es that prov de a range of ecosystem
serv ces.
The 1950s rec amat on a ong the harbour edge s erod ng s ow y and the Counc has been ook ng for a way to

address the eros on for a ong t me. In some p aces, 1.5m to 2m eros on scarps form ng near the road edge are
threaten ng the ntegr ty of the road. A recent harbour edge eros on assessment showed that eros on repa rs are
requ red to approx mate y 44% of the harbour edge (a ongs de T tah Bay Road) at some po nt w th n the next 1-10
years. Further, s gn f cant damage to the harbour edge s just one storm away.

Por rua s a young c ty w th a young commun ty. We have one of the youngest popu at ons n New Zea and, w th
40% of our peop e aged 25 years and under. By contrast, we current y have one of the sma est popu at ons of 65+
n the country.
We ce ebrate our cu tura y d verse popu at on. Our Pas f ka commun ty s a most tw ce the s ze of Auck and s at
25% and res dents dent fy ng as Māor make up 19% of our tota popu at on.
Accord ng to the M n stry of Hea th P an 2000, Māor and Pac f c peop e n Por rua are re at ve y d sadvantaged
when measured by ncome, emp oyment, hous ng and educat on. These and h stor ca d spar t es contr bute to
poorer hea th status. Por rua C ty Counc s comm tted to address ng these needs and th s project w prov de
access for a to a fac ty that w he p ncrease the f tness, hea th and we -be ng of the commun ty.

pathway w mprove connect ons and safety for cyc sts want ng to commute nto the c ty from the western suburbs
or connect w th the many wa kways and cyc eways t w nk to.
Por rua s a grow ng c ty. Stat st cs New Zea and project ons (Por rua Growth Strategy 2048) assume that Por rua
w grow by 10,000–12,000 peop e over a 25-year per od (approx mate y 0.70 per cent growth per annum).

Waka Kotah ),
• mprove connect ons to the harbour and enhance beach access for waka ama and other water-based act v t es
and events,
• strengthen soc a connect ons, by mprov ng nkages between T tah Bay and Takapūwāh a Marae and Por rua s
c ty centre – and w th major transport hubs,
• prov de opportun t es to support a hea thy and act ve commun ty, and

and the reg on, as part of a w der d str ct wa k ng and cyc ng network between Kap t and We ngton.

offers an a ternat ve ocat on from the We ngton CBD for some bus nesses.
Por rua s home to approx mate y 11% (Por rua Growth Strategy 2048) of We ngton reg on s res dents. The c ty
acts as a res dent a sate te c ty for We ngton, w th around 52% of Por rua res dents trave ng outs de the c ty for
work. Res dents n the We ngton reg on are used to commut ng and patterns show they w ve where su tab e
hous ng and amen ty s ava ab e. Por rua s str v ng to br ng more hous ng capac ty on stream n greenf e d and and

The commun ty has spoken of the va ues they apprec ate and treasure about the harbour. Res dents descr bes
Por rua Harbour and ts connect ng streams as centra to the r qua ty of fe and want the harbour to be at the

Te Awarua-o-Por rua s ntegra to the dent ty of Ngāt Toa. The harbour has p ayed a fundamenta ro e over
the
generat ons n susta n ng the phys ca and cu tura needs of Ngāt Toa.
The commun ty have expressed to Counc a strong des re for the harbour to be better protected and mproved
where poss b e. They want to see n t at ves put n p ace to c ean up and protect the harbour. Th s project w
enhance coasta res ence and great y mprove stormwater management and water f trat on for future generat ons.

To d her the dates for the next LEH round and that resource consent was requ red before a request cou d be made.
An LSPF EOI request for stages of th s project was made n 2020. That d d not have resource consent or a
feas b ty study so d dn t progress to the fund ng round.
