Dear Mr Huang
Thank you for your request of 4 October 2021 made to the Reserve Bank of New Zealand – Te
Pūtea Matua under the Official Information Act 1982 (OIA) for:
[…] hiring data, broken down for each year between 2011 and 2021.
- Number of new positions established in each department, and each profession (legal
counsel, analyst, economist, manager, etc)
- Number of job vacancies listed (split between internal vacancies and external vacancies)
for each department, and for each profession.
On 28 October 2021, I extended the timeframe for our response to 16 November 2021 under
section 15A(1)(b) of the OIA, as the consultations necessary to make a decision on your request
were such that a proper response could not reasonably be made within the original time limit.
Response
We have refused your request under section 18(f) of the OIA. This section al ows an agency to
refuse a request when “the information requested cannot be made available without
substantial col ation or research”.
We have, however, put together some information from our Annual Review documents, which
are published on the Parliament website. Please note that information for the 2020/21 financial
year is not yet available, but is in the process of being prepared. Attached as Appendix 1 to
this letter are links to Annual Review documents containing related information for the financial
years 2011/12 to 2019/20 and a table containing hiring data for the financial years 2011/12 to
2019/20.
The OIA al ows charges to be imposed for the preparation of information in response to
requests. The Reserve Bank is resourced to meet disclosure obligations for a reasonable level
of requests and the cost of providing free responses to official information requests is general y
borne by taxpayers. However, the Reserve Bank believes that requesters should bear some of
the costs, where al owable under the OIA, when requests are made for large amounts of
information, where a response is particularly complex, or where individuals or organisations
make frequent requests. In this instance, no charge is being applied under the OIA.
