A report from the Regional Land Transport Plan (RLTP) Hearing Subcommittee.
Paragraphs 18-20 address the Johnsonville Line matter
A report recommending approval of the RLTP 2021. Attachment 2’s section 6,
appendix A.3.2 covers the rapid transit network.

The attached email from Kate shows what we said we would report back on, which states “Officers
to report back on what has gone well and what has not gone well in the current Medium Density
Areas – we will present these findings when we brief you in more detail about the residential zone
provisions next month.” This hasn’t been done.
We have done an overall monitoring report (in 2019) which includes resource consents numbers
and analysis for the medium density zones and the residential areas generally (see attached).  This
has informed policy development as part of the work on the spatial plan and DP review.  The NPS-
UD makes these medium density areas redundant so any conclusions being drawn from what has
and has not happened and what this might point to with the Spatial Plan/District Plan is in my view
not relevant. This in my view is sufficient, alongside the considerable evidence base generated by
the Beca report -  Wellington Outer Suburbs Assessment and Evaluation Documents
(wellington.govt.nz), plus the Residential Amenity Report and Pre-1930s reports undertaken by
Boffas.
 
The Research Team has commissioned a piece of work to understand peoples lived experience of
living in medium density areas/houses.  This is due soon – don’t have an exact date.  This was
requested by cllr Day.
 
At this stage, we do not have the time or resourcing to do further detailed research and analysis on
the medium density areas.
