Dear Mr O’Higgins
Official Information Act request: Kahukura rehabilitation scheme
Thank you for your email of 12 July 2021 requesting, under the Of icial Information Act 1982 (the
Act), information regarding the Kahukura rehabilitation scheme. Specifically, you requested:
1. What eligible agency the Mongrel Mob has partnered with in applying for
funding for their Kahukura rehabilitation scheme
2. The criteria for funding (as mentioned in the Justice Ministry's website at
https://www.justice.govt.nz/justice-sector-policy/about-the-justice-sector/proceeds-
of-crime-fund/) that the Mongrel Mob/the eligible agency has satisfied in applying
for funding for the Kahukura rehabilitation scheme, and the evidence, business
case or projections have presented to the Panel to argue for the case that the
gang pad has met these criteria.
3. The evidence that funding could make a difference, a business case, or
projections, and any other information of this nature for funding the Kahukura
rehabilitation scheme that have been presented to the Panel, the Prime Minister,
the Deputy Prime Minister, the Minister of Justice and any other relevant people
responsible for making decisions on the Proceeds of Crime funding.
4. Official advice for funding the Kahukura rehabilitation scheme that have been
presented to the Panel, the Prime Minister, the Deputy Prime Minister, the Minister
of Justice and any other relevant people responsible for making decisions on the
Proceeds of Crime funding.
5. Financial statements, evidence, and any other documents of this nature that led
to the establishment that $2.75m shall be granted to the scheme.
On 16 July 2021, we extended the due date for response to your request to 6 September 2021.
This is because your request required significant consultation.
In response to question one, the Mongrel Mob has not partnered with any government agency.
H2R Research and Consulting Ltd has partnered with the Ministry of Health to deliver the
Kahukura Rehabilitation initiative.
In response to questions 2-5, I am refusing these parts of your request under section 18(d) of the
Act as the information is now publicly available. You can find this information here:
