This letter is in response to your Official information Act request received by Te Hiringa Hauora/Health 
Promotion Agency on 21 May 2021. 
You requested:  
“Changing Minds would like to request all Correspondance related to the process of refining and 
deciding on the procurement process for Like Minds ROI and RFP processes for Social Movement and 
Education Initiatives from 2020 and 2021 (exclusive of financial information, provider information or 
other commercially sensitive information).  

Including: 1/ Internal emails relating to process for or decisions around new procurement processes 2/ 
adherence of process to government procurement guidelines 3/ Panel Selection process 4/ Panel 
selection guidelines and panelist commentary/minutes and notes regarding decisions around ROI, RFP 
and Wananga 4/ any other correspondance mentioning Changing Minds” 

The response to your request is attached. Below are some points for context: 
• 
The two procurement plans for the Social Movement Initiative and Settings-based 
Education streams were subject to refinement over the course of the ROI/RFP process. 
Timelines changed, and respondents were notified of the change.  
• 
Two Social Movement Initiative panel members were unavailable for the RFP stage. We 
had adequate expertise across the RFP panel with our three remaining panel members. 
• 
Our Nōku te Ao Strategy is stil  in draft and subject to change. If you like, we can provide a 
copy to you when this is finalised. For now, we have included the draft as it stood in 
November 2020, which is what all respondents received through their GETS documentation 
pack.
