Thank you for your request for information dated 12 November 2020 about fare revenue, cost and
patronage for Auckland PT across our bus and rail services since July 2018.
On 19 November 2020 we asked you to refine your request, as it would likely be declined under
section 10(f) of the Local Government Official Information and Meetings Act 1987 (LGOIMA), as the
information to all 14 of your questions could not be made available without substantive collation or
research. You replied on 20 November 2020 requesting the information for questions 1 to 14.
On 25 November 2020 we asked you to refine your request to just 3 questions, as the request was
still too large. You replied on 25 November 2020 asking for questions 1 to 6 to be answered.

Monthly rail operating cost paid to the rail operator
The following are the various operator costs from July 2018 to September 2020.
Public transport contract costs cover the operation and maintenance activities for AT passenger rail
services whilst track access charges are paid for access and use of the KiwiRail owned rail network.

Monthly fare revenue for each bus route and for each bus PTOM unit for each month
In order to gather this information, it will take a significant amount of time. We have approximately
3136 active different bus routes (since 2018). Therefore, this part of your request is refused under
section 17(f) of LGOIMA, as the information requested cannot be made available without substantial
collation and research.
Monthly bus PTOM contract operating cost paid to bus operators for each PTOM bus unit for each
month
We are unable to release the Bus contract operating cost information by BUS PTOM unit due to:
1. The commercial confidentiality of the contractual payment to the operator
2. We are in the process of preparing for the future rounds of PTOM procurement. To release
the commercially sensitive information could compromise this process.
This part of your request is refused under section 17(2)(h), 17(2)(i) and 17(2)(j) of the LGOIMA:
(h) enable any local authority holding the information to carry out, without prejudice or
disadvantage, commercial activities; or
(i)
enable any local authority holding the information to carry on, without prejudice or
disadvantage, negotiations (including commercial and industrial negotiations); or
(j)
prevent the disclosure or use of official information for improper gain or improper
advantage.
Should you believe that we have not responded appropriately to your request, you are able to make
a complaint to the Office of the Ombudsman in accordance with section 27(3) of the LGOIMA Act,
seeking an investigation and review in regard to this matter.
