of 24 September 2020 to Waka Kotahi NZ Transport Agency
requesting the following information under the Official Information Act 1982 (the Act):
How many companies were shortlisted for the State Highway 20 Waterview Tunnel
camera tender/bid/contract. Who ultimately made the decision to proceed with the
selected company?
Please define the process i.e. was the tender open to the public listed on the govt
tender’s website or was it privately solicited or?
Was the process formally vetted and was there a complete company background check
completed on all parties involved in the bidding process?
Waka Kotahi’s response to your request is set out below.
The tender and contract award for the supply, delivery and commissioning of the safety
cameras in the Waterview Tunnel was undertaken by the Well-Connected Alliance, the
alliance consortia engaged to build the Waterview Tunnel. It was comprised of Waka Kotahi,
Fletcher Construction, McConnell Dowell Constructors, Parsons Brinkerhoff, Beca
Infrastructure, Tonkin & Taylor and Obayashi Corporation.
The Well-Connected Alliance was wound up following completion of the tunnel’s construction
and the subsequent two-year defect liability period. The operation and maintenance of the
Waterview Tunnel is now managed by a different alliance, which includes some of the same
companies that were part of the Well-Connected Alliance but which operates under a new
and separate Alliance Agreement with Waka Kotahi.
The tender was not advertised on the Government Electronic Tender Service (GETS) as that
process was not required for sub-contract tenders that fell within the scope of its head
Alliance Agreement.
The selected supplier of the safety cameras was Redflex Traffic Systems PTY Limited
(‘Redflex’). Redflex are the incumbent supplier to NZ Police, and are the only safety camera
supplier to have had its equipment tested and gazetted for use in New Zealand. Additional
vetting and checking was not undertaken over and above what had been completed by NZ
Police as part of their previous tender process which was an open market process.
