Request for information OIA 2020-005
On 17 January 2020 you requested the following information from Greater Wellington
Regional Council (GWRC):
‘Information Requested: I understand that information that was previously withheld is
not longer deemed Commercial in Confidence due to the implementation of the new
PTOM contracts for bus and passenger rail services. I am interested in be provided with
a complete copy of these Transport Rates calculation spreadsheets.
A) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2007/08 Annual Plan please be provided ?
B) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2008/09 Annual Plan please be provided ?
C) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2010/11 Annual Plan please be provided ?
D) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2011/12 Annual Plan please be provided ?
E) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2013/14 Annual Plan please be provided ?
F) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2014/15 Annual Plan please be provided ?
G) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2016/17 Annual Plan please be provided ?
G) Can a copy of the spreadsheets used to calculate the detailed Transport Rates that
support the GWRC 2017/18 Annual Plan please be provided ?
It is preferred that the requested information is provided in its complete and original
spreadsheet format. It is further requested that any spreadsheets linked to the main
calculation spreadsheet are also provided as part of this request.’

GWRC replied to this request for information on 17 February 2020:
“Implementation of the new PTOM contracts for bus and passenger rail services does
not automatically mean that commercial grounds for withholding information no longer
apply.
However, we are prepared to release to you a version of each of the spreadsheets used
to calculate the Transport Rate Model that you have requested. Note that the
information that will be released to you with redactions, so that the information you
receive will align with the information provided to you in relation to your request for
the 2018/19 calculations behind the Transport Rate Model. Please refer to OIA-2019-
325 provided to you in response to your request for the 2018/19 calculation. The
grounds in the OIA-2019-325 letter will be relied on in respect of the documents
requested above.
We will release the information that you have requested as soon as practicable. Note
that due to the size of your request this may take some time.”
GWRC has undertaken an extensive search of its historic files for spreadsheets used to calculate
the detailed Transport Rates that support the 2007/08, 2008/09, and 2010/11 Annual Plans. That
search generated a number of files. However, GWRC cannot verify which of these particular
files were used to calculate the detailed Transport Rates that support the 2007/08, 2008/09, and
2010/11 Annual Plans.
Part of the issue in identifying the particular historic files used to calculate Transport Rates is
that these files may have been subject to various updates since the Transport Rates were
established. It is no longer possible to identify a particular file that matches the detailed
Transport Rates that support the various Annual Plans identified in your 17 January 2020
request for information. GWRC further believes that it is not possible to re-create these historic
files to match the file used for a particular Transport Rate.
GWRC wishes to engage with you on whether you would wish to receive the files identified,
with redactions, on the understanding that the files for the Transport Rates in the 2007/08,
2008/09, and 2010/11 Annual Plans cannot be verified as the files used to calculate a particular
Transport Rate identified in your 17 January 2020 request for information.
It should be noted that GWRC could refuse your request under section 17(e) of the Local
Government Official Information and Meetings Act 1987 on the basis that despite reasonable
efforts to locate the particular files, they cannot be found.
