Biosecurity Plan - Aotea Great Barrier Island
I refer to your email dated 14 December 2019 and sent to the Department of Conservation,
in which you made an official information request about the Aotea Conservation Park
Advisory Commit ee.
Part 5 of your request was transferred by the Department of Conservation to Auckland
Council to respond to.
The specific details of your request and our response is below.
1. “I noted on the Agenda item 14 – Operations Manager’s Report, Kate wanted to
know if there was a specific plan for Aotea……. May I request a copy of this plan.”
The agenda item referred to above related to a meeting of the Aotea Conservation Park
Advisory Commit ee held on 7 October 2019. The report discussed various biosecurity
matters and we have interpreted your request to be for a copy of the biosecurity plan that
relates to Aotea.
There is no stand-alone Auckland Council biosecurity plan that is specific to Aotea.
However, section 7.2 of the forthcoming Regional Pest Management Plan (the Plan) does
apply to Aotea, while other sections of the Plan (sections 7.1 and 7.7) that address the wider
Hauraki Gulf Controlled Area (7.1) and the entire region (7.7) wil also apply.
The Plan is a statutory plan created by Auckland Council under the Biosecurity Act 1993.
The Plan has been adopted by the council but is not yet operative as it is stil subject to
Environment Court processes.

In addition, there is a Biosecurity Management Plan for the Hauraki Gulf Controlled Area that
was prepared by Auckland Regional Council in 2009 – please refer to
Attachment 1 for a
copy of this plan.
This is an operational plan for the wider Hauraki Gulf, including but not limited to Aotea. As
noted by George Taylor in the Aotea Conservation Park Advisory Committee minutes that
you refer to. Implementation of this plan is undertaken collaboratively in conjunction with the
Department of Conservation.
While this plan is stil currently operative, it is becoming increasingly out of date. Auckland
Council will be creating an updated Biosecurity Management Plan for the Hauraki Gulf
Controlled Area soon, to align with the Regional Pest Management Plan once it becomes
operative.
Should you believe Auckland Council has not responded appropriately to your request, you
have the right by way of complaint, under section 27(3) of the LGOIMA, to apply to the
Ombudsman to seek an investigation and review of the decision.
