was once on the site.

Hi Karma. 

 
With considering water take applications, GW approves consents based on whether or not their
works comply with Proposed and Operative Plan rules (Links below). Rather than declining an
application, Resource Advisors will suggest changes so the proposed works are able to meet
conditions of the plan. Rules for taking groundwater relate to the state of the environment and
limitations for the amount of water a person can extract. GW has no rules restricting the
commercial sale of this water, so long as the amount of water being bottled stays within the
 limits.

When looking at an application to take and sell water commercially, what is considered?
Is it whether or not the activity is prohibited (by Central Government?) and then an assessment
of the impact on the environment?

Yes sorry, by ‘we’ I’m referring to Greater Wellington (GW).
 
GW’s consent monitoring charges are split into an annual customer service charge of $46,  a
compliance monitoring charge and a state of the environment (SOE) monitoring charge.
 
If you look at GW’s SOE charges (link below), these are not charged by m3 of water, instead
categorised into Cat 1,2 and 3 which is determined by how much of that catchment is allocated
already. In this instance, the Upper Hutt Groundwater Zone is a category 1 – low level of
allocation - and would be charged accordingly. The fixed charge fee is dependent on the annual
rate of take, and this consent fits into 100,000 – 199,999 m3/year category and pay $120 for
their SOE charge annually.
 
GW’s compliance monitoring charges for water takes are dependent on whether the take has
telemetry, has to send in manual records, or has no meter for the take and if they are complying
or non-complying. This take appears to have a meter and send in manual records, so if complying
would be charged $180 annually and between $360-$480 if non-complying.

While the consent is officially held under the name ‘Heretaunga Water Limited’, their contact
info lists details for  International Springs. This is the only operational consent for bottling and
retail purposes as far as I’m aware. The consent is due to expire 13 Feb 2023 (which they’re
allowed to renew). The applicant has applied to take up to 576m3/day at a maximum pumping
rate of 10 litres/second (for 16 hours/day), six days per week (Monday to Saturday), 52 weeks
per year. This equates to an annual volume of 179,712m3/year. For the resource consent, the
consent holder is charged an application processing fee, as well as an actual and reasonable
annual monitoring charge. We are not involved with the costs for water take operations.

Thanks for getting back to me.
 
That is the consent I was aware of – I had found an old email which said it was International
Springs but this must have been incorrect. Is this the only consent for bottling and retail
purposes in Upper Hutt?
Is it possible to let me know how long the consent is valid for, how much water it is for and also
the cost to Heretaunga Water Limited for the water?
 
We are currently reviewing our Water Supply Bylaw – as part of this Council has requested
information about commercial bottling of water.
I am looking to write a memo to Council providing them an overview of the current situation in
Upper Hutt and to outline the roles of Territorial Authorities, Regional Councils and Central
Government in relation to water.

and use groundwater from an existing bore (R27/6978) located in the Upper Hutt Groundwater

Zone for bottling and retail purposes. I can’t find any consents held by ‘International Springs’.
 What sort of information are you looking for?
