Dear Ministry of Social Development,

Could you please provide the details of an agreement between MSD
and Supervised Access Centres(NZ) Trust, including Non Government
Organization known everywhere as 'Care for Kids' operating as such
since 1991.

I am interested in contracts signed between MSD and 'Care for Kids'
and details of the correspondence/discussions preceding it.

I would appreciate to receive a copy of any specific regulations
and instructions agreed between MSD and this organisations if they
exist.

According to the Ombudsman's guidelines, agencies must respond in the manner requested, unless it would impair efficient administration or undermine the interests protected by the Act. In this case, its impossible to see how a physical-only response could be justified: they're photocopying or printing the response documents anyway, which is (in a modern office) no different from them scanning it or printing to PDF.
