Dear New Zealand Police,
I would like to request under the Official Information Act some
information related to the proposal to develop a sex offender
register, reported today at:

I would like to request:
a) All papers (including Cabinet Papers), proposals, memos, or
other documents that explain this proposal.
b) All correspondence with MPs, including Ministers and their
staff, over this proposal. If there have been oral conversations
over this issue I would like to request the times and dates at
which these occurred, and the subjects discussed.
c) All correspondence with agencies outside the New Zealand Police
over this issue, including both governmental and nongovernmental
agencies.
d) All costings available on this proposal.
e) If it is not covered in the answer to request (a) I would like
to request the proposed criteria for inclusion of people on this
register, including 1) what offences qualify for inclusion on this
register, 2) whether inclusion on the register will be
retrospective, 3) if a conviction is necessary for inclusion on the
register, or whether other sentences, like a discharge without
conviction will qualify, 4) whether people remain on this register
for life, or whether they fall off after a time period, 5) wheher
youth offenders will be included on this register.
To clarify in terms of timeframe, as I am aware a similar issue was
raised from 2003-2006 around the Sex Offender Register Bill, which
was ultimately rejected, I am interested in only this recent
proposal, and so such information related to this bill can be
rejected, unless it plays an impact in the development of this
latest proposal.
Feel free to contact me if you wish me to clarify my request. I
look forward to receiving your response by the statutory deadline,
which according to the Ombudsmen's Calcuator

is the 24th of May.
